For instance, he had to withdraw as prosecutor in an arson case because his law firm was representing the accused. Parker’s income became for him sufficient to purchase a house in a desirable neighborhood, on the corner of Thirteenth and Felix streets. By 1870 the Parker household, in addition to Isaac and Mary, consisted of twenty-seven-yearold Thomas (perhaps Parker’s brother-in-law Thomas B. ) Mason and twelve-year-old Alice Mason. No doubt Parker was skilled as an attorney and did well in private practice, but he continued to seek public office.

The House adopted a resolution he introduced that called for the issuing and delivery of bonds to the Choctaw and Chickasaw nations, as agreed to in treaties between the United States and the two tribes. Among the other Parker bills relating to the Indian Territory was one for the construction of a wagon road over the Red River in the Choctaw Nation. He also supported measures for the incorporating of western railroads, some of which would run through the lands of the Five Nations. In 1872, Parker sought and gained reelection to the United States House of Representatives.

In A TOWN, A COURT, AND A TERRITORY 41 1884 a bill was introduced in Congress to replace the fee system with salaries of $3,000 for the marshal and $1,200 for his chief deputy; the current marshal, Thomas Boles, asked that the salaries be fixed at $5,000 and $1,800, respectively. Unfortunately, the bill and the request were rejected, and the system remained essentially unreformed throughout the nineteenth century. Small wonder that allegations of abuses persisted even after Parker replaced the scoundrels surrounding Judge Story with upright and capable officers.
